can i file my taxes without applying for a payment plan. I already completed everything and didn't qualify for payments but Turbo won't let me file them

This will cost you penalties and interest, but you can select to pay by mail. TurboTax will have no way of knowing whether or not you actually paid but this should allow e-filing. The IRS will send you a bill for taxes, penalties, and interest, which will continue to accrue until the debt is paid in full.
