Yes, when you go to file on the screen that asks how you want to pay your taxes, select by check.  Then you can transmit your return without paying.  When you are ready to pay you can mail a check with the Federal 1040-V form) or pay online on the IRS website.

Yes.  The date of filing your return does not need to coincide with the date taxes are paid.  You may pay your taxes for 2019 and your estimated taxes for 2020 at any time up to the established deadlines.  Check with IRS for current deadlines in case they change.
