Your employer has until January 31, 2023 to provide you with your 2022 W-2.  You need to enter the W-2 on your tax return before you can file the 2022 tax return.

Can you file even if no (know?) federal withholding was done?

Yes, you can , but whether or not you will owe the IRS some taxes at tax time (since no withholding was done) will depend on your total income from all sources, and your filing status.

If your working income is low, you could even be eligible for some Earned Income Tax Credit, as long as you, yourself are not someone's dependent.

@dls582001 - the IRS will not begin accepting tax returns until late January and your employer is to provide you a W-2 by Jan  31...

if you data enter something wrong from the paystub that doesn't match the W-2, it could delay your return for MONTHS.  THe IRS is going to match what you enter vs. what your employer submits to the IRS.

further if you are eligible for the Earned Income Tax Credit, the IRS can not begin processing those returns until February 15 - by law.

What is the rush?

if no federal taxes were withheld, then you may not need to file. it depends on the type and amount of your income

I have provided a link to the 2022 instructions look at charts A, B or C to see if you have to file.

if you have losses like from form k-1's or rental real estate you'll need to file to preserve those losses to use in future years.

if you live in a state with an income tax its filing requirements will be different
