California overcharged me last year due to not having proof of health insurance until I provided it.

Proof of health insurance is required for California. Usually you wouldn't have to enter a 1095-B or 1095-C. If you have one of those forms, you need to enter it to avoid the California Penalty.

Once you get to the states section (those that require), it will ask if you had health insurance all year. Just press yes.
