Am I responsible to pay my mother's taxes on 1099C even though she died three years ago and there is no estate or executor?

I received a 1099-C from Chase in my mother's name. She passed away in 2015. There is no estate, will or executor. Am I responsible to file taxes? It's a credit card account.

No, you are not responsible for paying tax on a  Form 1099-C you received for your deceased mother.  I would hang on the Form 1099-C, and if you receive any communication from the IRS, just inform them that your mother passed away in 2015.  But I doubt you will receive any communication from them.
