Texas Tax relief

I read that some counties in Texas including Harris receive a tax relief from IRS due to Storm Imelda. My question is if the tax relief applies to anyone living in the county in the declared dissaster area or just people directly affected from the storm (ex. flooding).

It applies to all taxpayers located in the affected area, not just those who were directly affected by the flooding.
