Tax-exempt interest on Schedule B doesn't appear on 1040 line 2a

My Schedule B Interest Income Smart Worksheet has 2 entries under Box 8 for tax-exempt interest. Those numbers are correctly transferred from my 1099-INT forms. The 1040 line 2a is not the sum of those two numbers. It is different by a lot. I don't see any place where the Box 8 tax-exempt interest numbers get totaled. It seems that 1040 line 2a should be the sum of the two entries on Schedule B.

 

It is important that 1040 line 2a is correct because it feeds into my state tax return.
