Deferral for Certain Schedule H or SE Filers

Why does Self-Employed individuals receive a credit for payment deferral of 50% of their self-employment tax? Also, a W-2 individual who is also self-employed doesn't qualify for a tax credit of their deferral payment. Why is this &/or is this correct/incorrect? I would appreciate any response.
