Is it eligible for stimulus payment for an adult not file 2019 tax return, but was a dependent in 2018?

Someone claimed my father as a dependent for 2018.  And he doesn't file tax return for 2019 because of no income.  Is he eligible for the stimulus check?  Can he use Stimulus Registration for non-tax for the stimulus payment?
