I am active duty military and my HOR is NC however I recently became a FL resident. Would I use NC or FL when filing?

Depends on what "recently" means..

1)  IF "recently" means your DD-2058 was accepted in 2017...then you will deal with that next year when you file part-year NC tax return for 2017 (even then id depends on the exact date for the DD2058) , and you will file full year NC resident for 2016.

2) IF the DD2058 was during 2016, then you "moved" from NC to FL on the date the DD2058 was accepted....all income before the DD2058 acceptance is to be allocated to NC and is NC-taxable.

...except for your taxes in the year your 2058 was accepted......for any state taxes in the years beyond taht one, you will start to use FL as your state-of-legal-residence (SLR) instead of your HOR for your future tax filings...at least until you leave Military service.
