1099-r box 7b distribution code T is not appropriate based on code 8 entered in box 7a
there is some discussion but I am confused between codes Q/T/J
as to what it should be.
If I use J, turbotax passes error check , but my broker reported "t" to IRS.
If I use "T" then turbotax has errors and I can't file.
So, what to do?

Code T is not permitted to be combined with any other codes. Contact the payer to obtain a corrected Form 1099-R showing codes J and 8 instead.
If they refuse, although it may be better to enter a substitute Form 1099-R (Form 4852) showing the correct codes J and 8 in box 7, the IRA probably would not complain about it being reported with code J in place of the code T even without entering it as a substitute Form 1099-R. I believe that entering it as a substitute Form 1099-R will prevent you from e-filing. If the amount in box 2a is nonzero, since you were apparently over age 59½ you'll then need to report an Other (over age 59½) exception to the early-distribution penalty that TurboTax would otherwise calculate on the amount in box 2a.
