When entering information from a 1099-R box 7 has the code 7D but why does turbo tax not make that code available in the drop down box?

You have two codes in box 7 of your 1099-R. When you enter your 1099-R there are "lines" with drop boxes where you can choose the codes. In the first one select code 7 and in the second one select code D.
