Why am I waiting for form 8606-S when the IRS has already taxed me $135 for taking out $2K from my Roth IRA? Can I file without waiting?

Any nonqualified distribution from a Roth IRA (which yours likely to be since taxes were withheld) is required to be reported on Form 8606 Part III.  For 8606 has not yet been released by the IRS, likely due to changes needed to accommodate qualified hurricane distributions.  You cannot file your tax return until Form 8606 has been released for filing.
