What if i dont have a 1099r for paymentsto my mandatory retirement amount

My 401(A) is with Ohio STRS-is this deductible?

You are correct - you should not have form 1099-R for payments made to your retirement fund.  Only distributions are reported on that form. And they are not deductible either, they are already reflected on your W-2 as pretax funds and that is your tax benefit that you are receiving- they are not deductible separately on your tax return.
