Do I claim/include a 2016 1099-R "P" for 401k distributions on my 2016 taxes if it was already claimed in my 2015 taxes? There was no capital gain or loss.

Yes, if the form says 2016, then include it with your 2016 tax return.  Code P is for ''Excess contributions plus earnings/excess deferrals taxable in 2015''.   These amounts won't be taxable in 2016.

Entering it into 2016 TurboTax will generally be for informational purposes only.  It will not appear anywhere on your filed 2016 tax return except in the extremely unusual case where this Form 1099-R shows tax withholding in box 4.
