I am working on my income section and was asked if I received a 1099-G. I didn't receive a 1099-G, but I DID get a $1381 refund from DC last year. Should I enter this?

Yes, the refund amount should be entered even though you did not get a Form 1099-G reporting it.
Use the following steps to enter the refund amount:
On the top row of the TurboTax online screen, click on Search (or for CD/downloaded TurboTax locate the search box in the upper right corner)
This opens a box where you can type in “1099-G” (be sure to enter exactly as shown here, including the dash) and click the magnifying glass (or for CD/downloaded TurboTax, click Find)
The search results will give you an option to “Jump to 1099-G”
Click on the blue “Jump to 1099-G” link
Answer Yes you did receive 1099-G income then Continue
Check the box beside State or Local Income Tax Refunds even if not reported on Form 1099-G then Continue
Move forward through the screens to enter the details for your refund
