My wife is a state employee and social security taxes are not withheld from her paychecks. What should we do so that we don't owe so much taxes each year.

You wouldn't owe more income tax because of your wife not having Social Security taxes withheld from her paychecks. If she's a state employee of a state like Massachusetts, where public employees aren't covered by Social Security, she isn't liable to pay into the Social Security system.
If you both have W-2's you should examine them to see if you need to adjust your federal income tax withholding. You probably have to have more tax withheld from one or both of your paychecks. TurboTax can help you figure out how to complete your W-4 form with your employer to have more tax withheld.
In Federal, click on Other Tax Situations, scroll down to Other Tax Forms, and click on W-4 and Estimated Taxes. Then follow the screens and enter your information.
