TurboTax automatically marks this box if you have entered a W-2 for this individual that has box 13 Retirement plan marked or has an entry in box 12 indicating elective deferrals or Roth contributions to an employer plan.  Without such an indication on a W-2, the marking of the box on line 10 is user entered.
