A 1099 is a form that reports income. There are various types depending on the type of income. If you received a 1099-Misc, and there is an amount in Box 7, you are considered to be self-employed for this income.

A 1040 is the form on which you reconcile your income and expenses for the year. They are very different. You would use a 1040 to report income your received on a 1099.

If you need to generate a 1099-misc, because your business had independent contractors, you would need the Home and Business Edition if you wanted to do this through Turbotax.
