As a retired government employee, not self-employed and do not receive any SS benefits, where do I enter Medicare part b premiums paid out of my own pocket?

Did you have any reportable income in 2018? If not, you don't need to file a tax return at all.

To enter Medical expenses  just start typing Medical  in the search box at the top of your return and pick "medical expenses, sch a" from the drop down list.  Then click on Jump To  at the top of the list.

Enter Medical under
Federal on left
Deductions and Credits
Then scroll way down to Medical
Then Medical Expenses - click Start or Update

But you can only deduct the amount for Medical that’s over 7.5% of your AGI and then only if your Itemized Deductions are more than the Standard Deduction.

This year the Standard Deduction will be doubling so many people will be switching to the Standard Deduction.  And there is a max 10,000 limit (5,000 MFS) of property tax and state taxes "SALT".

For 2018 the standard deduction amounts are:
Single 12,000 + 1,600 for 65 and over or blind
HOH 18,000 + 1,600 for 65 and over or blind
Joint 24,000+ 1,300 for each 65 and over or blind
Married filing Separate 12,000 + 1,300 for 65 and over or blind
