I'm doing a 5329 form for 2018 & the RMD for 2018 has now been made. Is the 2018 RMD shortfall covered on 2018's or 2019's 1040NR?
I filled out the justifications for the 5329, but when I print out package it prints a filled out 5329 without the justification that i entered. Do I need to type up a letter? and submit it with the 5329?

Retirement tax questions
The waiver request is made on your 2018 Form 5329. The distribution received in 2019 is reportable on your 2019 tax return, not on your 2018 tax return.
If you are using the CD/download version of TurboTax for your 2018 tax return (Form 1040, not Form 1040NR; TurboTax does not support filing Form 1040NR), you can view Form 5329 Part IX in forms mode or you can print the form or your entire tax return to a pdf file.
