Why is the social security taxes withheld not included in the total amount of taxes paid used to determine my tax refund?

Retirement tax questions
Social Security and Medicare taxes are not reported as taxes withheld from your wages on a tax return. Only federal taxes withheld are entered on a federal tax return as a tax payment.
