If pension provider does not give a 1099-R, where in the federal return can I add the amount? The program only ask to fill in the form based on the 1099-R received.

If you received a distribution from your retirement plan or pension, the pension administrator has a legal obligation to issue a form 1099-R which is sent to you and also to the IRS.
Have you reached out to the pension administration to ask for your form 1099-R? Without that form, you do not have all the information to add your pension distribution to your tax return.
