You would only report any information from your 2019 Form SSA-1099 on your 2019 return. If that payment includes a lump sum amount being paid for a prior year (2018 or earlier), then you will indicate that in TurboTax and go through some additional screens to enter more information.
If you have received a lump sum payment during 2020 that was for 2019, then that will be reported on your 2020 Form SSA-1099 and included on your 2020 tax return. You do not enter anything about that payment on your 2019 return.

SSA1099 2020 form included dollars for 2019 and 2018. Since the 2019 and 2018 lump sums (dollars) are included on the SSA1099 2020 form I should say 'no' to the question did I receive any Social Security lump sum payments for 2019 and prior years? Is this correct?

No, answer Yes -- The payments for 2019 and 2018 are considered lump sum payments because they are for years other than 2020.
