How to claim tuition paid out of pocket by me, If so how? Would this information be on the 1098-T?

Yes, but the 1098-T is not always accurate. You are allowed to use your own records to enter info.
In TurboTax (TT), enter at:
Federal Taxes Tab
Deductions & Credits
“I’ll choose what I want to work on” button
-Scroll down to:
--Education
--Education Expenses
Underneath
box 2 In the 1098-T screen, click on the link
"What if this is not what I paid the school" under box 2. You will then
be able to enter your actual amounts. This is the amount that TT will used to calculate your credit or
deduction.
Later screens will allow you to enter book costs
