I think it means your federal tax returns have been mailed. I got the email yesterday, then used the Track My Refund tool today, and it says my federal tax return was mailed yesterday.
There's one taxbreak that made the refunds ship out later this year on the 27th instead of earlier. I think that email was letting us know that it's all in the clear.
