I took out a loan of about $3,000 and am close to completion on these courses leading to certification. Can I claim this as a dedication on my taxes anywhere? And where would this go?

Yes. Florida Tech is an "eligible institution" and a job qualifying certificate is another qualifier for a tuition credit or deduction.
In TurboTax, enter at Deductions & credit / education or enter education expenses in the search (find) box
