No, Ga Residents must file if the individual:
• Is required to file a federal income tax return,
• Has federally exempt income subject to Georgia income tax, or
• Has income that exceeds the standard deduction and personal exemptions

I have cut all ties to Georgia except my bank account I do use a Florida mail forwarding service I don't even have anymore I'd except my passport married still so it's a real good question hard to get a proper understanding of.
