If I earned zero income in Illinois in 2016, do I need to file taxes in Illinois?
I moved to Illinois in August 2016 and am therefore a part year resident, but all of my income was earned in another state prior to my move.

No, based on the information you shared you are not required to file a part-year tax return for Illinois.
You must file an Illinois part-year return if any of the following are true:
You earned income from any source while you were a resident
You earned income from Illinois sources while you were not a resident
You want a refund of any Illinois Income Tax Withheld
