I will be establishing residency in South Dakota after August 1st 2019 but have already paid some income tax to California n 2019. How will I handle the California payments since SD has no state income tax?

State tax filing
You didn't say where you live now. If you live in California (before moving to South Dakota) you will file a part-year resident tax return in California for 2019. You have to pay California tax on the income you receive while you are still living in California. The California tax that you have already paid will be shown as a payment on your part-year resident California tax return.
