I am permanent resident in Ga. but worked 12mos in Al.. I cant efile because I did not get Alabama State ID . No valid DL.Can I e-file Federal and mail Al

State tax filing

Yes, you can e-file your federal return and print/mail your state return.
If you live in GA, you are a GA resident for tax purposes, and all your income is taxable by GA.  See Section 10 of this reference:

If you live in GA and work in AL, you must file a non-resident AL return in addition to a GA return.  In that circumstance, you'll be able to take a credit on your GA return for taxes paid to AL, so you won't be double-taxed.
When using TurboTax, complete the non- resident state return before you do the home state return, so that the credit flows properly.
