I live in VA and sold land in PA do I need to file in PA for the capital ganis. The land was not used for any purpose

The land was bought for retirement plans that didn't work out so we sold it.

Yes.  A capital gain on the sale of real estate located in Pennsylvania is taxable by the State of Pennsylvania.
