My wife and I were full-time Utah residents for 2017, but California tax was sent once in error on my 1099-R. Do I have to file a California tax return? If so, then how?

We moved to Utah in December 2016 and we are both are retired.  For 2017 we were full time Utah residents.  My pension administrator in error withheld California State tax of $7.09 for my January 2017 pension check.  Do I have to file California income tax form to receive the $7.09? Can I just not file California income tax form with no issues and forget the $7.09?  If I have to file California what form do I use?  Thank you
