My box 20 says Westerville C. It's the city I work in Ohio. Do I enter the 4digit code? The Finder says it has a municipal tax, but 0% for income tax.

You must be looking at the School District (SD) section of the "Finder". Westerville has a 2.0% City income Tax.

You do not need a code for box 20 City tax (you do for SD tax).

You say you work there, but don't say where you live. If you also live in Westerville, you need to file a city return.  The City of Westerville has mandatory filing. You can not do a Westerville return with TurboTax, since it is neither a CCA or RITA member. City tax web site: https://www.westerville.org/services/income-tax-forms

 You normally only have to file a return in the city you live in. It is not necessary to file one in the city you work in, if different. Your employer will remit withholding to the city you work in, but you do not file a return unless you're claiming a refund or your employer didn't withhold enough ( both highly unusual). The city you live in will allow a credit or partial credit for the withheld tax you paid to the work location city

Yes. It  actually doesn't matter. You can use code GE (generic city).

Worthington is a RITA city, so you can do your  city return with TurboTax (TT).  But, you cannot e-file. It has to be printed and mailed. I actually find it easier to fill out a city return by hand or at the city  RITA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual  RITA forms are easier to follow than the TT interview..
