My husband & I live in NJ. He worked in Philadelphia and paid City wage tax. I paid Bensalem PA wage tax. Can we claim a NJ credit for both Philadelphia and Bensalem tax?

Yes, you can. NJ law is that "income subject to both New Jersey Income Tax and the wage or income tax imposed by a Pennsylvania municipality may be included in the credit calculation."
