Q. Work in Cleveland and Live In PA. Do I get a refund of Cleveland city taxes I paid in last year?

A. No. 

 

Although OH & PA have a reciprocal agreement on STATE income tax, the reciprocity agreement does not apply to local city taxes. You are not required to file an OH city return, but you are also not entitled to a refund of the city withholding (box19 on your W-2), unless there was an error in the amount.  Municipal taxes withheld in OH can usually be used as a credit on a PA local return.
