I moved from GA to AL and trying to file the state taxes. However, what does it mean when it's asking for when it says to put "other federal adjustments".

Other Federal adjustments are the "above the line" deductions that are now reported on Schedule 1 of Form 1040.  These include items like Student Loan Interest, HSA contributions, self-employed health insurance deductions, IRA contribution deduction, and similar items.

Thank you! So if I put like "education expenses" as a deduction for my first state. Do I have to allocate some of those adjustments to the second state?

It depends on the state, but for most you want to list the entire amount, because they prorate the result to your income earned in the state.
