I have an NOL. I want to carry it back. Can I use turbotax to carryback the NOL and amend my older returns?

Sure. Just amend the prior year(s) and enter the NOL.

I have same issue. Does 2013 Turbo Tax Basic also allow the NOL carry back to be entered if I try to file an amended 2013?

Yes, it should. If you type "NOL" into the 'Find' search box in the program, it should bring you there.
