If i print out tax return do i have to sign where it says to sign

It’s telling me to send my federal and state to two diff address so and I only have one copy of my w-2s

Yes--you mail federal and state to different addresses.  If you only have one copy --that is unusual since normally a W-2 includes several copies--then use a copy machine and make copies to mail with your state if the state requires it.  Some states want a copy, some do not.  And you should ALWAYS keep a copy of your W-2 for yourself.
