Sorry you're having so much trouble.   You could contact your US Congressman's district office for assistance, and tell them how much trouble you are having reaching the IRS and Taxpayer Advocate Service.  It should be a lot easier to reach someone by phone at your Congressman's district office, or can visit their office if it's in your city.   You can find contact info/location for your Congressman at the US House of Representatives website.

 

Or if you are in a location with a local IRS office, you can try to make an appointment for an in-person visit.  To see if there is one near you, go to this page and click the blue button "Find a Taxpayer Assistance Center."
