I received unemployment for a month in 2020, was given an overpayment notice, and appealed. I have not gotten a determination on the appeal yet. Do I claim repayment?

No, if you didn't make a repayment in 2020 then you should not claim it on your 2020 return.
You will claim it on the year that you pay it.
