Can I deduct my state taxes due out of my federal income tax refund?
when I e-file, can I deduct $1,066 which is the amount I owe to the state of WV , from my federal refund which is $2,473?

No. Taxes owed cannot be deducted from a tax refund.
In the File section of the program on Step 2 you are given options on how to pay the state taxes owed.
