My I come tax return was released to Turbo Tax on Feb 12 and I was suppose To receive it not later then Feb 19? Turbo tax still hasn’t sent me my refund?

Did the IRS say your refund was being released on Feb. 12? Or did that date come from TurboTax's estimated date?
You are always going to find someone else whose refund arrived faster, and someone who waited even longer than you. That is the way it goes. Returns are not processed “first in — first out.”
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 20 of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

If the IRS released your refund:
Your tax refund was not sent to TurboTax. TurboTax does not handle your refund at all.
Santa Barbara Tax Products Group, LLC (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.

@Bcallow Did you mail your return or e-file it? The IRS is way behind on processing mailed returns due to the pandemic, so if you mailed it you will just be waiting for quite awhile until they dig it out of the pile of unopened mail and process it.
