Unfortunately, dates are subject to change, and the date for printing a Form 1040X in Online TurboTax has now been moved back to 2/12/2020, as you'll see on this page below:

I don't think it will even allow you to start an amended return until you have a link to do so (see FAQs below). I think you'll have to wait until a link to Amend appears at either the Tax Home or in "Your Returns & Documents." I don't have a way to test it. In any case the Form 1040X is not ready.
The following FAQ on amending has not yet added tax year 2019, likely due to the unavailability for 2019 right now. But I presume it will appear there when amending is available and will then link to the next FAQ I'll also provide below..

They do have another FAQ on "How" to amend a 2019 online return that outlines the steps. But you may not be able to follow the steps until they release the Form 1040X.

The amended return must be printed, signed, and mailed. It cannot be efiled. It can take the IRS up to 16 weeks to process an amended return.
