Haven't filed personal/freelancer taxes since tax year '14 in '15, but know s/get refunds only. Got very ill & hopelessly behind. Is there a TT program that will help me?

Should be no penalties filing late 2015 since I'm owed refunds. But I heard 2015 refunds are forfeited if didn't file for them by 4/15/2019. True?
