There are no e-file charges for e-filing either a federal or state tax return using the TurboTax online editions.
The TurboTax account fees are for the use of the software to assist in completing a tax return. The account fees are the same whether a tax return is e-filed or printed for mailing.

Same thing here - I paid extra to e-file my state but the IRS rejected my return so I am filing with paper for state and federal. Why is it so difficult to figure out how to contact a customer service rep?

I was charged by Intuit for a State Tax E-file and the filing was rejected due to a problem with my retirement income. How do I get the credit card charge refunded from Intuit/TurboTax?

You will have to contact TurboTax support to get an adjustment for charge. Use the key words Billing Issue
