The IRS issues most refunds within 21 days of your return being accepted.
TurboTax tracks whether your federal tax return as been accepted or rejected, and gives an estimate on when you can expect to receive your tax refund. Please see the following TurboTax FAQ for information on tracking your federal refund:

You can follow these steps to contact the IRS about your return:
Call the IRS at this number: 800-829-0582 (IRS phone support) Press
1 for English, then enter extension 652.
If the status in Where’s My
Refund? shows “Refund Sent”, the IRS has sent your tax refund to your financial
institution for direct deposit. It can take 1 to 5 days for your financial
institution to deposit funds into your account. If you requested that your tax
refund be mailed, it could take several weeks for your check to arrive.

What makes you think the IRS "Where's My Refund" tool is down? I don't get any indication that it is not operational. What happens when you try it?

About how long has it been since you filed? Did you efile, or did you print, sign, and mail the return?
If you efiled, double-check with this tool to be sure the return was efiled successfully and accepted:

If you printed and mailed the return to the IRS, it takes about 4 weeks to show up in that "Where's My Refund" tool.

The IRS says 9 out of 10 filers who efile and choose direct deposit will get their Federal refunds within 21 days after being accepted. Some returns are processed fairly quickly, while others require additional processing due to specific items in the return. Some are pulled at random for more thorough investigation.
Did you efile, or did you choose to print and mail the return? If you filed by mail, in "normal times" it can take about 6 weeks to get a Federal refund, but due to the Coronavirus situation and with IRS processing of paper returns limited, expect a longer delay for a paper-filed return.
If you efiled, you should double-check to be sure the return was efiled successfully and accepted.
If you used Online TurboTax, you can sign into your Online Account and check the efile status at the Tax Home.
If that showed it was accepted, you can use the "Where's My Refund" tool at the IRS website below to monitor the status of your Federal refund.
