The IRS will not accept or process 2016 tax returns until at least Jan. 23, 2017. Then it can take up to 21 days to process and pay a refund. However, if the tax return contains a EITC or ADTC then, the IRS is prohibited by law to pay that refund until Feb. 15, 2017.
