Yes you do need to pay the TT fees for the use of the program ... TT did it's job and you filed a return ... the fact that your refund is being kept by the feds to pay a debt is not an excuse to not pay your bill.   TT will send you at least 4 emails telling you how you can pay what you owe. 

The fees are the cost of calculating your taxes for you through our program.  There might be other fees if you add audit defense or other extras.
