State Filing says "started"

Apparently I or Turbo tax or something didn't submit my state return. Due to this I cannot receive my state covid stimulus payment. The filing deadline was July 15 in my state. On turbo it says my state return was "started" but I cant find anywhere to submit or finish it. Is this due to the July 15 deadline? I didnt owe any state taxes for the 2019 filing year.

See this TurboTax support FAQ for completing a 2019 tax return originally started with the online editions - https://ttlc.intuit.com/community/prior-year-return/help/how-do-i-finish-a-prior-year-return-that-i-...

If you paid for one of the 2019 online editions contact TurboTax support and they can push a 2019 desktop installation file to your download account at no charge - https://support.turbotax.intuit.com/contact/

A 2019 tax return can only be printed and mailed, it cannot be e-filed.  Print, sign, date and mail the tax return to your state.  Include with the mailed return any forms W-2 and 1099 which have taxes withheld.

There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.

"state covid stimulus?"   What state are you referring to that is sending out stimulus checks?   The stimulus payments were from the federal government and were sent by the IRS.   Your state tax return has nothing to do with receiving the federal stimulus  check.

The IRS can look at your 2018 or 2019 federal return to issue a stimulus check.  If they do not have a 2018 return then you may be waiting for them to finish processing 2019 before they will be able to use it to issue your stimulus check.

TurboTax has no control over your stimulus check, nor can TT track it for you or tell you when the IRS will issue it. Refer to the sites linked below:

You can call the IRS hotline at 1-800-919-9835 to get updates on your stimulus payment.

The stimulus check is an advance on a credit you can receive on your 2020 tax return.  If something went wrong or you did not get the stimulus check this year, you can get it when you file your 2020 return in early 2021—if you are eligible.
